Radin Consulting, Inc. (RCI) was hired by the Metropolitan Transit Authority Capital Construction (MTA-CC) to assist in the preparation and review of the Environmental Impact Statement for the Fulton Street Transit Center Project. RCI functioned as an extension of staff to the MTA and consulted on procedural and technical issues. RCI closely coordinated with the Federal Transit Administration on all their technical reviews and advised the MTA-CC on the Section 106 issues with the New York State Office of Parks, Recreation, & Historic Preservation. In addition, RCI participated in all public outreach activities related to the project.
The project entails the construction of a $1.4 billion transit facility in Lower Manhattan and the rehabilitation of the subway stations within the Fulton Street Complex. The proposed transit center will improve street-level visibility and access to six existing Lower Manhattan subway stations. An underground concourse will link Fulton Street Transit Center to the World Trade Center site. The proposed facility will also be accessible to people with disabilities in accordance with the Americans with Disabilities Act.
